There is a thread that gives the plan specifics and whether or not it costs extra.  I shall hunt it up and refer you to it.  If I am not mistaken using your Dare as a modem is extra over and above any data plan.  If I remember my question to Kildars (a Verizon expert) it is tethering and is charged as such.

Found it:

Make it a habit to search the forum prior to posting.  You can use the search box in the upper right if you are used to using search engines and know how to go from general to specific search terms.  If not if you scan the various topics and threads you can generally home in on where to post.  This post should have gone to the Verizon section as it deals with plan specific information.
